菲律賓共產黨被確定為外國恐怖主義組織（恐怖主義組織名單）

鮑威爾說，該組織成立於1969年，目的是通過游擊戰推翻菲律賓政府。該組織強烈反對美國在菲律賓駐軍，並殺害了菲律賓和美國公民。

聲明說，該組織被確定為恐怖主義組織後，向該組織提供物質支持即屬非法行為，美國各金融機構必須查封該組織的資產，該組織成員如不是美國公民則不得進入美國。被確定的外國恐怖主義組織現已達到34個。
